Advancing Entrepreneurship Landscape and Enhancing MSME Capacity in Goa … under the support of Mukhyamantri Swayam Rojgar Yojana (MSRY) & Raising and Accelerating MSME Performance (RAMP)

Economic dynamism, employment generation, and improved MSME efficiency are increasingly visible in Goa through targeted capacity-building and policy initiatives. The EDII Goa Centre undertakes structured interventions to strengthen the state’s entrepreneurial ecosystem by promoting entrepreneurship through awareness creation, skill development, and capacity-building programmes. These activities are being implemented with the support of EDC Limited, Goa.

Entrepreneurship Activities under Mukhyamantri Swayam Rojgar Yojana (MSRY)

Goa Government launched Mukhyamantri Swayam Rojgar Yojana (MSRY) as its main programme which aims to create an active unified business environment. EDC Limited and EDII are working together under the guidance of Directorate of Industries Trade and Commerce (DITC), Goa to implement this programme. MSRY allows EDII to execute diverse educational programmes which will help youth and faculty members, and community members acquire knowledge and training to build a supportive entrepreneurial environment.

Sensitisation and Awareness Programmes

EDII carried out various initiatives during December 2025 and January 2026 under MSRY, aimed at enhancing awareness and developing entrepreneurial skills and improving academic research capacity. The Institute conducted 6 Entrepreneurship Awareness Programmes (EAPs) at various technical and higher education institutions in Goa. 325 students participated in these programmes which introduced them to entrepreneurship as a career option and familiarised them with the MSRY framework, teaching them how to identify business opportunities and access institutional support.

Entrepreneurship Development Programmes

Two, three-day Entrepreneurship Development Programmes (EDPs) were conducted at Panaji and Margao, addressing 132 participants. The programmes helped the participants understand the nuances of New Enterprise Creation, Business Opportunity Identification, Business Plan Preparation and related aspects.

Faculty Mentor Development Programme (FMDP)

Recognising the critical role of faculty members in nurturing entrepreneurial mindsets, EDII also conducted the first one-week residential Faculty Mentor Development Programme (FMDP) under MSRY, during December 1 – 6, 2025 on its Campus.

Hon’ble Chief Minister Dr. Pramod Sawant, virtually inaugurated the FMDP. Talking about the Mukhyamantri Swayam Rojgar Yojana (MSRY), he said, “The scheme will go a long way in shaping the entrepreneurial journey of Goa. With the right kind of interventions by EDII and the EDC Ltd., Goa entrepreneurial ecosystem will gear up to propel innovation and startups in a big way. This first Faculty Mentor Development Programme under the scheme, is a landmark step towards an entrepreneurially-ahead Goa.”

Appreciating the efforts of EDII, Shri Bhushan K. Savaikar stated, “Through this FMDP, a cadre of educators will be developed to mentor and support young entrepreneurs. This unique initiative will trigger a result-oriented movement among the youth of Goa. We look forward to creating long-term impact.”

Dr. Niyam Marchon remarked, “Building a strong pool of trained faculty mentors is essential for developing a vibrant innovation ecosystem in Goa. This programme will equip faculty with the skills, exposure, and practical frameworks required to guide students in their entrepreneurial journey. We appreciate EDII’s expertise in designing programmes with depth and relevance.”

Dr. Sunil Shukla, Director General, EDII, noted, “Through this first FMDP under MSRY, our goal is to create a network of educators who can cultivate entrepreneurial thinking at multiple levels. EDII is grateful for the opportunity to collaborate with the Government of Goa in nurturing the entrepreneurial mindset of the state’s youth.”

A total of 38 faculty members from institutions across Goa attended the programme and gained knowledge, tools, and practical frameworks necessary to mentor students and aspiring entrepreneurs.

In addition, three six-day Faculty Mentor Development Programmes were organised under MSRY, with participation from 98 faculty members representing various institutions in Goa.

The Programme Director, Dr. Lalit Sharma, Professor, EDII, expressed satisfaction with the feedback received, noting that faculty members gained valuable insights into delivering entrepreneurship education, training, and mentoring support to students.

Strengthening MSME Capabilities under RAMP

EDII is implementing capacity-building programmes in Goa under the Raising and Accelerating MSME Performance (RAMP) initiative. These interventions are designed to provide structured learning solutions that enable MSMEs to address challenges in critical areas of management and operations.

During the last two months, a series of one-day Business Management Training Programmes were conducted across Panaji, Bicholim, Cuncolim and Alto Porvorim, covering various themes such as Project Management; Leadership, Team Building and Communication Skills; Digital Marketing, Brand Management and Promotion and Strategic Planning and Decision Making. Collectively, these programmes reached out to over 370 MSME entrepreneurs and business owners.

“The impact of the programmes is getting reflected in the entrepreneurial skills getting developed with more youths stepping forth to explore opportunities and set up own businesses,” informed Dr. Abdul Razak, Incharge – EDII – Goa Centre.
