A Scheme for Promoting Innovation, Rural Industries and Entrepreneurship (ASPIRE), launched by the Ministry of MSME, Government of India, seeks to foster a culture of innovation and entrepreneurship in rural areas by supporting the establishment of Livelihood Business Incubators (LBIs). The scheme is designed to promote job creation, strengthen the rural incubation ecosystem and support the growth & scaling of agro-based and rural enterprises.

As Mentor Institute (MI) under the scheme, EDII has been actively involved in evaluating and handholding Host Institutions (HIs) in setting up and operationalising LBIs across the country.
