Position: PMU Leader — Overall leadership, planning & monitoring, evaluation of capacity building, liaison with GoI
Primary responsibilities:
- Provide overall leadership of the PMU and implement the RAMP programme within the state.
- Prepare project operational plans, annual workplans and budgets; monitor implementation and ensure targets are met.
- Coordinate with GoI, Nodal Agency, donors/World Bank task teams, state departments, and stakeholders.
- Oversee monitoring & evaluation, results frameworks, MIS/dashboarding, and independent evaluations.
- Ensure fiduciary compliance, timely reporting, and quality assurance of capacity building programmes.
- Represent the PMU at high-level meetings, steering committees and public events.
Required qualifications & experience:
- Master’s / Postgraduate degree in Management, Public Policy, Economics, Engineering, or related field; MBA/MPA preferred.
- 12–20+ years of experience in programme/project management; prior PMU/State/central government / donor-funded project experience preferred.
- Demonstrable track record of leading multi-stakeholder programs, preferably in MSME, industry, or livelihoods.
- Strong knowledge of GoI schemes, central/state project protocols, results frameworks.
Skills & competencies:
- Strategic planning, stakeholder management, high-level liaison.
- Monitoring & evaluation, data-driven decision making.
- Excellent communication, report-writing, and public speaking skills.
- Team leadership, budget oversight.
KPIs / deliverables:
- Timely submission of monthly/quarterly/annual reports.

Position: Procurement, RFP & Bidding Process Expert
Primary responsibilities:
- Draft procurement plans, TORs, RFPs and contract templates aligned to GoI/World Bank procurement guidelines.
- Support bid process management: pre-bid queries, bid evaluation committee support, vendor selection.
- Ensure compliance with procurement rules, contract management, and vendor performance monitoring.
- Build PMU capacity on procurement best practices and conflict-of-interest mitigation.
- Liaise with finance/legal teams to finalize contracts and manage contract amendments.
Required qualifications & experience:
- Graduate / Postgraduate in Law, Business, Commerce, Engineering or Procurement/Contracts management certification (e.g., CIPS) desirable.
- 8–15 years’ experience in public procurement, preferably with World Bank/ADB/GoI projects or large government procurements.
- Strong understanding of e-procurement platforms, contract law, bidding evaluation.
Skills & competencies:
- Excellent drafting skills for RFPs, evaluation matrices.
- Neutral and transparent bidder management; knowledge of standard bidding documents (SBDs).
- Problem-solving, attention to detail, stakeholder management.
KPIs / deliverables:
- Timely issuance of procurement notices and RFPs.
- Transparent bid evaluations and minimal procurement-related audit observations.
- Vendor performance and contract closure on schedule.

Position: Financial Services Expert — Facilitating financial services for MSMEs
Primary responsibilities:
- Design and operationalize financial facilitation mechanisms: linkages to banks/NBFCs, credit guarantee schemes, micro-finance structures, and working capital products.
- Develop financial products, credit appraisal templates, and risk mitigation strategies for MSMEs.
- Coordinate with banks, SIDBI, NABARD, CGTMSE, NBFCs and fintechs for onboarding and pipeline financing.
- Provide handholding to MSMEs for credit applications, collateral mitigation, financial literacy and bookkeeping.
- Monitor credit flows, default rates, and propose corrective measures.
Required qualifications & experience:
- Graduate / Postgraduate in Finance, Commerce, MBA (Finance) or CA/ICWA preferred.
- 8–15 years’ experience in banking, NBFC, MSME finance, or project finance with experience in credit appraisal, risk assessment.
- Knowledge of MSME credit schemes, government credit guarantee schemes and fintech platforms.
Skills & competencies:
- Financial modelling, credit underwriting, negotiation with bankers, stakeholder engagement.
- Familiarity with MFIs, credit bureaus, and digital lending platforms.
- Training & capacity building of field teams on credit-readiness.
KPIs / deliverables:
- Number/value of MSMEs onboarded to credit, loan disbursal amounts, NPA/default metrics.
- Number of bank tie-ups and product launches.
- Reduction in time-to-disbursement for MSME loans facilitated via PMU.
Remuneration: Up to ₹85,000/- per month
Position: Branding & Marketing Expert — Packaging, branding & marketing support for MSMEs
Primary responsibilities:
- Develop branding, packaging and marketing interventions for target MSME clusters (brand strategy, visual identity, labeling, certifications).
- Design and implement market linking plans (B2B/B2C), trade fair participation, e-commerce onboarding, digital marketing.
- Build capacity of MSMEs on pricing, packaging standards, labeling requirements (FSSAI, AGMARK, etc.), and export readiness where applicable.
- Support product photography, catalog development and development of collateral for market outreach.
- Monitor sales uplift and market access outcomes.
Required qualifications & experience:
- Graduate / Postgraduate in Marketing, Design, Communication, MBA (Marketing) or relevant design/branding qualifications.
- 6–12 years’ experience in brand management, packaging design, market access projects, or working with MSMEs/Startups.
- Experience with e-commerce marketplaces, branding agencies or trade promotion bodies preferred.
Skills & competencies:
- Brand strategy, packaging & graphic design sensibilities (or coordinating with designers/agencies).
- Digital marketing, marketplace onboarding, sales analytics.
- Good communication skills, workshop facilitation, storytelling.
KPIs / deliverables:
- Number of MSMEs with rebranded product packs, number onboarded to e-commerce channels.
- Increase in orders or sales attributable to marketing interventions.
- Quality of marketing collateral, buyer leads generated.
Remuneration: Up to ₹85,000/- per month
